i have a version of this that actually wins quite consistantly.
- martyr
- sehts tiger
- jesters scepter
- sunscour
- hide/seek
+ underworld dreams
+ more extirpate mainboard
+ Darkness
+ 2 feldons canes
+ urborgs
+ 2 beacon of imortality
.... rework the land base to include black... and lots of it, preferable overgrown tombs and godless shrines so you get your black + the other colours, Underworld dreams and decking with extirpate are your kill cons. Late game.... which is about turn 8/9 with this deck feldons canes are gonna be your friend.
I also run 2 hierarchs but thats just me |

There's a long thread about this deck on StarCity.
One thing most people noticed is that you don't need any help decking people (they draw cards first) and that counterspell decks eat it alive. Extirpate is thus your best "Decking Card." They have to counter the fog effects if they want to kill you, and then you take all copies of that Counterspell. Also, you can run 12 Fog effects (at least) that all happen to cost less than most counterspells. You are giving them extra cards, but your tempo is much better than theirs.
The decks that really hurt are burn decks. There's really no way to beat them with Turbo Fog unless you run the Martyr Engine, including the Proclamations.
Your list actually looks quite good, but there's no point in running the Hide side of hide and seek (for the same reason you don't want to run condemn -- it puts the card on the bottom of the library).
It's worth noting that you CAN play this deck with the Scepters instead of the Rites; the original reason to run green was for the G recursion card but the rites are better for the deck's plan over all. IN the end, though, you just get a much more stable deck by playing only two colors.
There's also a very important card that you absolutely MUST be able to kill. Tefari. You will always lose to Tefari if he stays on the board. For that reason, I would run a snow basics and as many as 4 Mouth of Rhonoms (3 is probably sufficient, though).
I would do you list as:

4 Darkness
4 Holy Day
4 Dawn Charm
4 Wrath of God
3 Sun Scour (some people think Scour is better than Wrath in this deck)
3 Rites
4 Howling Mine
1 Feldon's Cane
1 Beacon of Immortality
3 Mouth of Rhonom
5 Snow-Covered Plains
1 Snow-Covered Swamp
1 Snow-Covered Forest
4 Godless Shrine
1 Caves of Koilos
2 Urborg
3 Terramorphic Expanse
4 Gemstone Mine
SB:
3 Proclamation
4 Children of Korlis
etc.
I think you'll more consistently kill people by decking than with underworld dreams as Svennihilist suggested.
You might even consider white pacts in the SB. This is one of the few decks that can really use them. |

| I've also seen variants with Honorable Passage in the sb, since it wreaks havoc on many burn decks and can save you from a gargadon with ease. |

| Also thru further testing Honorable Passage doesn't help enough against burn because this deck doesn't care if it hurts the opp. I replaced it in the board with Story Circle. |
